Yes you are correct. But before i use the 'downgrade 1.3 setting' everything was ok.

Of course there was some other problems with categorizations but at least the sites was loading correctly.

Refer here. They connected on my device where ebay was not opening at all with DPI enabled and they identified the issue.

facebook is in the WEB URL exceptions list to bypass https scanning and number of other tests, so why would it work with SSL/TLS scanning?

There is another bug which I can't pinpoint with Facebook and that is 2FA does not work through XG.

In v18 refresh 1 the error is still persisting. [:(]

Websites are still not loading completely.

The fix is not mentioned in the refresh one. To patch or fix something, resources are required...
