IPS not applying to policies

Hi All 

Ive spent some time on the Sophos documentation but I'm unable to get to an answer via the available online resources. 

I have a firewall with a few basic rules. 

Unrestricted internet policy - less web and app filter restrictions based on client mac (MAC addresses for now)

Restricted internet policy  - some more web filter and app filter restrictions.

SSL VPN to LAN - For admins accessing local devices. 

For some reason the IPS is only applying to the 3rd policy. 

NOTE: The names I covers with red are just the local LAN subnets. 

The top two policies are configured like this.

Anyone able to assist me with where im going wrong. 

I would like the IPS to be applied to the LAN to internet policies. Even if it is just the default LAN to WAN IPS.

Once I get it working I can tweak the IPS.
