App blocking not consistent

Hello, I currently have a problem with the locking of certain apps.

Under "App Groups," I've created a group of apps to be blocked.

I've added this app group to a profile as "blocked apps". Also, I have created a client group with devices to get this profile installed.

Also a matching compliance policy that will notify me if these apps are installed. Now I have the profile installed on some devices.

The apps from the previously defined "locked apps group" are also hidden and can not be used after installation.

BUT there are some apps that still work, such as "WhatsApp" or "Angry Birds 2". Why are not they blocked?
