RED on Static WAN Internet Outage

I'm soon rolling out a bunch of RED 10s and have a question regarding the WAN setup and RED Fallback.

In UTM9 WAN Settings for REDs you can setup a Static IP. I was wondering wether i can input a public IP or not (so i don't need a Router in Front of the RED).

Furthermore: People in the Forums often suggest using a DHCP for onetime setup and then transport the RED to it's destination. 

But on other Threads regarding Fallback of missconfigured REDs, people say the RED resets automatically to DHCP once it cant Connect to Tunnel or Sophos Servers. 

In conclusion: Would an Internet Outage on a RED (without a Router in Front of it) basically brick the RED till i "re-DHCP" it?

And is it a good Idea to run a "Router-less" Red anyways?
