Sandboxie 5.31.4 will NOT run when Windows 10 upgrades to 1909

I just confirmed that Sandboxie 5.31.4 will not run when windows 10 is upgraded to 1909

I remove 1909 and Sadnboxie ran

installed 1909 and it failed

I'm usually not an early adopter, but has it always been like this with every new feature update of Windows 10?

I also wonder if the previous times the developers were already working on W10 preview releases to make sure Sandboxie would work with with the new W10 stable release.
