Device Encryption Status 'Not Available'...what exactly does that mean?

When a device has a status for Device Encryption (fully licensed, and applicable policies deployed in this case) of 'Not Available', what exactly does that mean?

Does that mean that:

- Encryption info hasn't been received yet?

- That device does not support encryption?

- Data has been received about encryption from the device due to some other reason?

 

The documentation about this is sorely lacking.
