USB not working at POA screen

Keyboard will not work on POA screen. Currently company is using version 7.00.0.105 of Sophos Safeguard encryption

I have the following hardware settings on SafeGuard Logon

USB Legacy support   on

Display resolution      vesa

USP Support             on

ATA compatibility      off

USB 2.0                   on

ACPI/APIC                off

I have tried every possible combination of "on' or 'off' for the USB functions and it did not work. I was able to get it working once and then after a reboot it would stop working again. Laptop came with Windows 10 and I reimaged it to Windows 7. ATA has to be turned off  otherwise I receive error message 'no INIT'

Any suggestions on how to get the keyboard working? I have checked the BIOS settings and USB is enabled.
