Is it possible to limit cellular usage on an iPad to certain times?

I want to restrict a group to only have access to their cellular data on their iPads from 7am to 7pm pst. Is that possible?

Another possibility is if they can stop using their iPads altogether during those times.

I believe it is not possible as of now to control cellular data on devices based on time. I would suggest you raise a feature request so that our product management team can have a look at it.
