"On-access scanning" is greyed out

Enterprise Console 5.4.1 on Server 2012 with Endpoint 10.6 on Win7x64 domain workstations

I have an occasional need to disable on-access scanning on workstations and used to be able to do it with a password before but now the "On-access scanning" is greyed out and I am unable to do anything with it even though it is Enabled. What am I missing? "Behavior monitoring" is also greyed out, as is "Sophos Live Protection" and "Web Protection".
