SEC and Endpoint are in principle independent. A sufficiently new version of SEC is needed to manager new features of Endpoint and naturally whatever SEC can manage if it's not in the Endpoint version it's not there. Releases of Endpoint and SEC are not in sync, the Endpoint version is determined by the subscription(s) and SEC doesn't forcibly change your subscriptions when it's upgraded.
In the past new versions of SEC and Endpoint were released at the same time, but this has been disentangled and modularized (SUM can be updated while SEC remains the same, SEC makes extensive use of metadata to be more flexible).
