Reinstall is there - basically, Protect Computers does just that. Or do you want an option to trigger a reinstall for a computer that is managed but you can't use Protect? This might fail for the very same reason you want to reinstall though. Similarly Uninstall would only be useful if you can subsequently use Protect. Again it requires that either management is (still) working or that you can schedule a task on the endpoint. And in case an (auto)update and/or Protect fails because a previous version couldn't be uninstalled a SEC initiated Uninstall wouldn't have more success.
