the basic question is not the proper way but whether it's possible at all. Please see the Information on SESC 10.6.3 and SESC 10.6.4.
First of all, you can enter these exclusions only locally - the SEC GUI does not (yet?) support them. I've tested on 10.6.4 and the string is accepted as you've typed it, it also works as expected. Also it seems that the Note: Does not work for on-access scanning in the 10.6.3 article does not apply for 10.6.4, as far as I can see the variables work for On-Access, so %TEMP%\IXP00?.TMP\*.* suffices. Please note that I didn't test extensively so YMMV.
