Sophos Endpoint - central configuration

first of all, SCC has been retired almost two years ago and you can't manage the newer features of SESC with it. You should upgrade to SEC. This is a two-step process as you'd have to upgrade to - the also already retired - SEC 5.1 first and then to a supported version).

Policy changes are applied to all (managed) endpoints - provided they communicate with the console within a certain interval.

Depending on what components you're after, you maybe better off switching to Sophos Central (cloud managed) rather than an on-premise solution.
