I have a server with internet access but the PC connected do not have access. So how do I install sophos endpoints on these PCs

I run the command SophosSetup.exe --messagerelays=(IP address of the server:8190)

I did not do any other thing

Can you please ping the server from client if it's reachable. Also what error message you get when you ran the command. 

Did the sophos installer GUI popped up and then failed or installer GUI never showed up ?

does the GUI show up if you use any of the advanced arguments? Furthermore - does SophosSetup.exe make a call that would result in a not recognized?

Yes it does show's up. unless you use the --quiet parameter. It will show up as normal running installer

That is the issue, it does not have access to the internet, hence cant ping the server.

What do you mean by it doesn't have internet access . You endpoint client should be able to reach to the server where you have update cache installed . If clients are not reaching to the server ( Where update cache is installed) then unfortunately, endpoint clients won't install as they need to have communication with the server and that server should be able to have communicate with internet
