Chromebook Recovery Utility unable to write to USB Drive

I am having an issue trying to utilize the Chromebook Recovery Utility in Chrome. We have used this program in the past with no issue. Since the migration and install of Sophos Endpoint with Intercept X I am unable to create these USB drives. When I run the utility, the error message on the final step says "Unable to write to the selected USB flash drive or SD card. Your device's write permissions may be disabled, or your domain administration may have disabled writing to USB storage." What is very strange is that I can manually format the drive using Diskpart and also copy files to the drive through Window Explorer. I have the Peripheral Control Base policy  set to allow all with monitor but do not block. I also do not see any blocked messages in the event logs. I have also used the Admin sign-in and tried to disable all setting, but still same issue. I'm still not fully sure this is the cause, but it does seem strange as I was able to sue this prior to installing the endpoint software. Any info or guidance is appreciated.

  • The policies are the base ones and nothing was enabled for data loss at this point. I ended up uninstalling the endpoint agent, and it still did not work. So I'm guessing that it is related somehow to Windows 11 possibly. It does the same thing on my laptop and desktop both have Windows 11.
