SafeGuard: Windows 7 Stuck in SafeMode/Remove SafeGuard

I have a windows 7 PC that appears to have been infected by a Virus.

While cleaning, I rebooted to safe mode, and when booting, the PC will not finish booting up.

It loads part way (see loading <file> messages), then gets stuck somewhere so I don't get to any windows startup or login screen.

I'm not able to change Windows boot modes either, to try to boot Normally or get a command prompt, etc.

I have downloaded and run WinPE SGN 6.00.0.155 (based on WinPE 3.0) for SGN Client 6.00.0.155 and 6.00.1.31

but do not see options for running Windows Startup Repair.

Looking for help to get my PC up and running again.

Questions:

1. Can SafeGuard be removed so I can decrypt and use Windows Startup Repair tools?

2. Is there a Sophos tool I can use that allows access to Windows Startup Repair so it can see the disk?

    Thanks for the response.

    I downloaded 6.1 and booted it up.

    Boot up starts from the 6.1 ISO disk, Windows Starts, then the A43 File Management Utility starts up and am not able to see anything under C:. No errors during startup from SGN 6.1.

    Is a windows startup recovery supposed to start immediately, or something I have to execute?
