USB Keyboard and Mouse do not work in Windows after Safeguard install

After installing Safeguard on a Dell M6800 w/ docking station, the USB keyboard and mouse does not work.  To get it to work in POA authentication I needed to disable the touchpad.  Once we get Windows loaded, we can use the touchpad to log in and then get to the device manager and see that various USB devices now have exclamation points and the right click option of 'Scan for hardware changes'.  Once we click scan for hardware changes, the devices move to their proper place in the Device Manager and become usable.

Is there any way to prevent this from happening?  Safeguard has an option under General Settings for 'Ignored Devices'....would adding the path to these devices(eg USB\ROOT_HUB20\4&1F6E4FDD&0) be the answer?  Or am I missing something, or has anyone else had experience with this?
