How to Ensure New Files Added to Are Being Encrypted

Morning,

 

I am sure this is pretty simple question, and I am just missing a setting. We are running the latest and greatest versions of SafeGuard both on the server and client. When new files are downloaded or copied to our network shares or local disk, the files are not being encrypted. For example, a user downloads a zip file of PDFs and then unzips them. I have a policy for PDFs but the PDF program is not involved in the download. How can I ensure files with a policy are being encrypted? Also, should I run a script every day or every few hours that enforces the policy? If so, is there any documentation on this?

    We are running synchronized. The network share that I would like to encrypt is excluded from this policy. For local machines, they are not being encrypted per the policy, from what I can tell. Also, should the Outlook folder on the local machines be encrypted? We are encrypting it.
