When accessing your Sophos Central Partner Dashboard you are not able to see any Sophos Central Customers.
In the Sophos Central Partner Dashboard: All new Partner Portal users, recently enabled Partner Portal users, de-activated and re-activated partner contact records will by default be given the Partner Read Only role/privilege. By default this role does not have visibility of any Partner Customers until the Partner Super Admin assigns this to them.
