How does 9.4 affect us UTM Home Users? Will we have to pay? Is it still free? Is there some kind of catch? Or do we just not get Sandstorm at all?

I haven't tried it, but there's normally a 30-day free trial available with Sophos products for those would like to experience the functionality.

Yes, a 30-day free trial should be available but not long-term activated within every home license.
