SOLUTION FOUND: reboot of the IOS device and reset of WIFI network settings to ensure that the device does indeed login into the guest network and show the 'accept terms of service' page.

I have succesfully configured a guest network (with a psk) with hotspot functionality. This works great on my windows laptop and when I accept terms of service (currently configured) I am able to browse the net, access local services (printer/servers).
The problem is with ios 9 devices. After I entered the common pre-shared-key to access the guest network, I normally should be able to get a login page from within the wifi settings menu on the ios device (seen it for other hotspots before). However, after some moments the device just thinks it is enough and switches back to another known network.
What I see:
- a proper handshake into the guest network is performed (live log Wireless Protection)
- a proper DHCP address is provided to the device from the guest network DHCP server (livelog DHCP)
- NAT is configured. Endpoint is the wireless guest lan interface (in my case wlan1).
- NO network traffic is seen, not a single IP packet in my firewall rules. firewall rule: source: guest wlan, service: Any, dest: Any4/Any6 - ALLOW and LOG packets.
Symptoms:
- windows laptop works and I do see login screen to accept terms of service
- iphone iOS 8.4.1. does not provide login page and drops the connection to the guest network after ~10s.
- in the iOS settings I see a proper IP address for the network.
