L2TP over IPSec Stopped working for one remote user

Hi,

the VPN connection of one of my users stopped working from her house. To the best of her knowledge, no changes were made to her home's gateway. She brought her computer into the office and I was able to connect from the guest network. But to be sure, I deleted and recreated the client connection and had her try again from home. No go. I can only assume that something did change on her home firewall, but I have no idea what.

MacOS 10.14 using built-in VPN client

I use the same ISP from my own house, and am able to connect. I checked the logs from a successful (from my house) and unsuccessful (from her's) connection. Logs looks similar until the "duplicate packet" events.

I searched for these duplicate packet entries but cannot find any concrete answer to what they mean, if they're relevant, what to do about it, and why it just started happening (and only with one user).
