High Ping and very poor Throughput - after reboot everything is OK

I have a very strange Issue with a Software UTM running 9.355 on a HP MicroServer with a Xeon E3 and using SSDs as Datastore, virtualized on ESXi 6.0.

After some days (last time 12) a File copy from a different Subnet routed over the UTM runs with about 500kb/s (normal about 40-50mb/s. If i Ping the Gateway (Internal / External IP) i get an average response Time from about 60ms.

After i rebooted the VM the timing gets back to normal about 2ms (messured over WLAN).

This Issue persits on all Subnets before the Reboot.

I haven't found something interesting in the Logs.

VMs on the same host are running fine

I am using 2 more Software based UTMs with the same Firmware on different Hardware Systems but all with ESXI 6.0: no issues.
