Can not login to WebAdmin

My first post on the new Community forum...  May it be as great as astaro.org  RIP...

Issue:  Can not login to WebAdmin

History: 

We have two software UTM appliances.  UTM2 is running : Sophos UTM 9.351-3 and UTM3 is running Sophos UTM 9.350-12.  Both UTM's setup to do AD authentication to Win2008R2 DC's

While out of town for Christmas, had to remote into 'UTM3' to fix a problem.   Could not use my AD credentials.  Tried the Admin account (which had not been used in ages) with password though it should of been. No dice.  Googled and found the Sophos KB  https://www.sophos.com/en-us/support/knowledgebase/115346.aspx  

Still had SSH access and did...

passwd loginuser

passwd root

Refresh web browser and was prompted to set the 'admin'  twice.  Refresh browser again and was able to WebAdmin login with admin account.

Fast forward to last week, went to login on UTM2 and my AD credentials did not worked however was able to SSH / su root.  No problem just follow same steps as on UTM3.  Everything was fine until went to refresh the web browser.  Instead of getting the 'Admin password setup' page, just got the regular WebAdmin login page.

Have gone though the reset procedure process many times using different browser /different computers, clear cache, 

Also when trying to login with 'loginuser' SSH, am getting 'Access denied'.    Still had one root session to the CLI.

Two days ago, did several reboots and end  with reinstalling the image then restoring back a two week old backup config. However now back to where I started from.

Today call Sophos support and repeated all steps above.  Had me reboot UTM2 and could not do SSH login.  They gave up and were going to escalate to L2 support.

In meantime, went ahead and reboot UTM2.  At the GRUB, press ESC edit the correct boot option by append 'init=/bin/bash'  <enter>  then 'b' boot.  At root prompt, did 'passwd loginuser' and 'passwd root' again then C-A-D.  UTM reboots and still no access to WebAdmin GUI.
