Access control, user creation, definitions and users

I am wondering, is there a way to grant a user access (in the UTM) to be able to create new users, under the tab Definitions and users. I can seem to find a way to only get that tab via Access Control area, is there a way to do this? Offcourse without being able to change any other settings.
