[9.195][BUG] Neither Expression filter nor DLP work to some character sets

Hi

When a character set of mail is ISO-2022-JP or Shift JIS, neither Expression filter nor DLP works.
About Expression filter, I registered and tested the double byte character.
About DLP, I registered and tested the double byte character to Custom Expression.

At Expression filter before 9.1, it is working by these character sets. And there are users who are using this function. It will become a trouble if they update to 9.2.
This fix plan is too late. I think that you should fix of Expression filter immediately.
