Unable to Schedule Daily or Weekly Reports - Error: Report Notification could not be added

I have checked on a newly imaged appliance and an appliance upgraded from v16.05.7 MR-7, when I tried to add a scheduled report all I get is an error "Report Notification could not be added." I have tried with regular reports and with the security audit reports.

This issue is already reported, tracking it NC-21543. It will be resolve din SFOSv17 Beta-2 release.
