AP 30 never moves from inactive to active in XG

I have reset the AP 30 via the RED-AP_RecoveryApp.exe, and accepted it in the Pending section.

The AP then appears above in the Active/Inactive Access Points list, but remains inactive.

I'm assuming there is some communication issue, but I've changed cables, etc. with no luck. Could the firewall be blocking this? How would I check?
