Traffic Shaping by Host on Subnet

I'm attempting to create a traffic shaping policy that restricts all devices on two of my VLANs to a maximum of 6Mbps per host.  Trouble is, when I look at the setup guides for traffic shaping it seems that I'm limited to two options:

1. Apply a traffic shaping policy that limits the entire subnet to a certain bandwidth

or

2. Add all IP addresses on that subnet as individual hosts and then apply traffic shaping to each one.

I'd prefer to just create a policy that says "All hosts on subnet X are restricted to 6Mbps of bandwidth each", is something like that even an option?  Or am I misunderstanding something somewhere?

all the users/IP in that rule will have 6 Mb as total bandwidth available (if the bandwidth usage type is shared). Otherwise select individual.

Just making sure I understand this right; if I set the bandwidth usage type to individual it would allow each individual IP on that subnet to use up to 6Mbps of bandwidth, correct?
