If you elaborate more about your problem then it will easy for me to describe the solution, however as much understand your concern I try to make your problem as much I know. First of all, you may know that few common errors which may be caused SSL certified error in the browser.
1. Maybe the system time not the real-time.
2. Most likely the SSL certification has expired.
3. You need to update google chrome to the latest version.
4. Need check either your SSL certificate install properly or not.
5. Maybe your website run with outdated 128bit SSL.
So my suggestion is to check all the issue and make sure recover it all after that if you still face the same thing then might you have face some serious problem which only Intlum can solve it,

As per the details provided, the traffic is not getting the desired firewall rule to make an outbound connection.

Please create source IP based firewall rule for the server and position the rule on top with desired policy.
