How to set a bandwidth limit (speed up/down) by ip or ip range?

Hi, i would like to know how to set a bandwidth limit (speed up/down) by ip or ip range?

Example:

192.168.110.2-200 = 20mb down / 2mb up

192.168.111.1-254 = 5mb down / 500kbps up

etc.

(Im using dhcp relay, my main router has the ip 192.168.110.1, with the subnet 255.255.0.0 and dhcp 192.168.111.1-192.168.111.254, 192.168.110.2-254 are static ips on the network by mac adress)
