WAN Link Manager failover precedence

The failover rule for a WAN link only allows for failover to "any available gateway." What if I want it to fail to a specific gateway, one that is active all the time?

I have 3 WAN connections--these are ALL active connections ALL the time.

Fios 1000 Mb/1000Mb - Primary internet

Comcast 150 / 35 - Guest wireless traffic, Backup Internet

DIA 20 / 20 - SLA DIA line for VOIP phones to interact with cloud-based provider

If Fios fails, traffic should roll to Comcast. If either of the others fail, they should roll to Fios. Fios or Comcast rolling to the 20 Mbps DIA line should be a last resort.

Can someone answer if Sophos **for sure** rolls to the highest speed line? Or is there a way to specify which line is the failover? I've looked in the docs for these answers, not seeing them.
