publish two web server app using two IP publique

I have two public IP addresses behind a sophos XG, I need to publish two web servers in the DMZ zone.
I created the publishing rules for both servers. only access to web server 1 is allowed from IP1 address. 
access to web server 2 from IP2 address is not permitted.
the two gateways are active, when I change the weight of the gateways the access to web server 2 from IP2 address is allowed
but access to web server 1 from IP1 is not permitted, Why?

 
what is the best way to publish the two web servers with the two public IPs
