Why the distinction between licensed commercial and other licences (which I presume means Home licenses)?

If your organization has active XG or Endpoint licenses, you can reach out to your Channel Account Manager to inquire about "Sophos Home Commercial Use Edition". This will entitle you to a free Sophos Home Premium license.
The number of these licenses available to your company to distribute to your end-users is based on the number of employees your company has.
