Console Option Missing

Is it true that the "Console" option under the upper-right-corner "admin" menu only appears for the original "admin" account login? I have created additional administrator accounts for other users, and they seem to be able to do everything EXCEPT that their "admin" menu (which in their case is not "admin" but their user name) does not include the "Console" option. Is this documented anywhere? Have I missed a setting that would enable the "Console" option for other administrators?

    Unfortunately only the root "admin" account has console / ssh access.
