The traffic shaping settings under System Services > Traffic Shipping settings only apply to the traffic that doesn't have a QoS policy applied.

I am a bit confused by your request? Are you saying your link speed is greater the 200/200Mb/s? I f you wish to limit speed you need to drop your maximum a little bit so that the system has a head room to work in eg make 22000KB/s.

Or are you trying to  limit your link usage as in so many MBs of data a day?
