Shape traffic disable for rule, any ideas?

Hi, im trying to setup a limit for a group rule, but it is disable, does anybody have an idea? thanks

    Its disabled, because this is not a network rule, instead its a user based Rule. 
    XG will not apply network shaping on user rules. Instead, it will only apply user QoS. 

    So simply place a user shaping, which will cover this rule.
