I found the prior solution didn't resolve my issue at multiple sites. That solution recommended:
Create a Web filtering exception for 'tools.google.com' and 'dl.google.com'
- Login to your firewall
- Select 'Web' -> 'Exceptions
- Click 'Add Exception'
- Configure as shown below

URL Patterns
^tools\.google\.com ^dl\.google\.com- Skip the selected checks or actions
Policy checks- Click 'Save' at the bottom left

Like I said this didn't work UNTIL I also added the following two URL Patterns:
ad.doubleclick.net
Add that and skip the POLICY check and it worked at all my sites. Hope it works for you too!
