Enrolling large number of Android devices in Enterprise mode

We want to enroll a large number of Android RF warehouse scanners. Normally the supplier creates an images to set up all other devices. In our situation the device needs to enroll in Enteprise mode first from the factory defaults. 

Is this possible to do with an image? Or basicly not as entreprise enrollment needs to be set up from factory defaults to start with first.

As there is also a 10 device limit per user do we need to create either individuel user or device accounts. Normally warehouse workers don't have an e-mail adres, some have. 

Is there an easy way to enroll a large number of devices?

    The easiest way to enroll devices would be to use Zero Touch enrollment. Some information I was able to find on this topic is linked below. 
    - Zero-touch enrollment

    Google does not make it possible to enroll devices by using device images. 

    Regarding the 10-device limit per Google account, you may want to create individual Gmail/Google accounts to simplify management. You could create the Google accounts based on device serial numbers so that these match.
    Using 1 account for every 10 devices will also work, but may make tracking/management a bit more difficult if devices need to be removed and re-added.
