I was hoping that someone may have an answer to my query.
Can we PIN protect the pull down banner on an android device? Ideally I would like to have it where the menu options that are available in there like WIFI, mobile data, Bluetooth etc are only accessible from someone who knows the PIN

It is currently not possible to password protect the pull-down banner on an Android device. This is not something that Google/Android Enterprise has added provisions for MDM Vendors to configure currently.
I suggest checking out "Kiosk Mode" to see if the behaviour of the mobile device is suitable for your needs when set up this way.
