Mails that go into Quarantine and the “Include In End User Quarantine” is not checked, how will the end user or admin know that the email/s were blocked?

Those messages will be in the Admin Quarantine. There are 2 quarantines, admin and end user, if you don't include end user then it will only be in the admin's quarantine.

So, if the admin will not check the quarantine or the sender will not check the customer will never know that email was quarantine.
Is there a way that in the quarantine report the quarantine items will shown, but the user will not be able to release, only the admin will be able.
