I suggest checking if your account has the "Super Admin" role. 

What may also affect the UI you're seeing is the use of "Global Templates" from the Sophos Central Partner Portal or Sophos Central Enterprise Dashboard. If your site is managed under either of these, your Sophos Partner or another Administrator may have locked these settings.

If what Qoosh stated is true about your account, you may reach out to your partner or other administrators. Your account may not have enough access rights to even unlock this setting.
