I have whitelisted a sender in the Anti-Spam settings, but an email that they have send has been quarantined due to a Blocked Phrase.
Is there a way that I can whitelist the sender so that the email does not get quarantined for Blocked Phrase?

Unfortunately, there is no compatibility in the pure message exchange product to be able to whitelist anything. Content filtering works as it is either on or off. You can create exceptions on content filtering which can be applied to users or groups however these exceptions are only to either have content filtering on or off for these groups.
