Allow site for selected user, block for anyone else?

I have found this guide, https://community.sophos.com/products/web-appliance/f/web-appliance-hardware-or-virtual/5128/tags which is what I need, but I don't understand "check off "turn on this policy for machines connecting anywhere"

Does that mean check it off, as in select it, or check it off as in turn it off?

I have a site that is globally blocked, but I need a certain group of people to access it. Is this guide what I need?

    This check box (if checked off) would apply the policy to any off site endpoints in full web control as well as over ride any ip based policy.

    The kb you need is correct, however you should not set the site as globally blocked as it is just that. Globally blocked

    Create one allow tag with the user or ip you wish to allow

    Create one block tag with eitger your ip ranges ad groups or adusers, set the action to block

    Then create a local site list entry for the site and apply

    both tags to it.

    This will apply the block and allow tags to the same site.

    Keep in mind https scanning is required to properly police policy on https sites
