Term of agreement for wireless devices

Colleagues always connect their phones to office wifi all the time.

Try to stop the connection automatically, I enable the term of the agreement. 

Here are the issues we have:

 

1 Sometimes, there has no term of agreement pops up on the cell phone.  How to fix this?  The user claimed that it popped before. 

2 We have some devices like conference system, or apple TV. How can they accept the agreement if no term of agreement pops.

    2. Instead, make a separate SSID for them.
