L2TP over IPSec - Windows Client SHA265 Certificate Problem

I use the X509 CA check with a radius for the L2TP over IPSec connection. The problem is that Windows clients can not use SHA256 certificates for Phase 1. My Windows CA can no longer issue SHA1. How did you solve the problem?
