if i do a arp request from internal Network to a device behind a Red15 (Standard/Unified) i get the MAC of the SG/UTM not of the device behind the RED.
Whats wrong here?

That#s correct.
behind a routing instance (layer3-border) you see the MAC of the router (gateway) which should forward the packet.
The device-MAC you see only within the same L2 network.
if you ping from UTM, you see the client-mac at the UTM.
