Possible to do traffic shaping for network client - throttle Youtube

I am running the latest UTM 9.05 version and I am wondering if its possible to throttle the traffic for a specific network client? This client in question is an Ipad and I want to make youtube extremely slow ...you know to frustrate my kid :D
