Microsoft BITS Blocked UTM 9.702-1

Hello All,

             I just run into this issue today on our UTM. Version 9.702-1

I have some users attempting to join online proctored exams via OnVue; however during the registration process for the exam it indicates it has lost access to the internet and not proceed until a stable connection is established; WEB FILTERING logs pulled indicate the below;

2020:06:11-09:36:56 utm01-1 httpproxy[17118]: id="0001" severity="info" sys="SecureWeb" sub="http" name="http access" action="pass" method="HEAD" srcip="10.108.171.173" dstip="172.217.15.206" user="" group="" ad_domain="" statuscode="200" cached="0" profile="REF_HttProContaMcglaNetwo (End Users)" filteraction="REF_HttCffMacorDefau2 (Macorp Default)" size="0" request="0xe358ae00" url="dl.google.com/.../AP8dM7Bv4w-EuQ_5u6Br1K8" referer="" error="" authtime="0" dnstime="132" aptptime="72" cattime="0" avscantime="0" fullreqtime="164534" device="0" auth="2" ua="Microsoft BITS/7.8" exceptions="auth,url,ssl,mime,cache,fileextension" application="google" app-id="182"

i noticed it sometimes passes the traffic and then sometimes block it. ultimately the user is stuck and cannot move forward. any assistance would be greatly appreciated.
