I'm having issues getting through my server on TLS through port 21.
Here is setup DNS rule DNat. I tried this server on VDI at my home router with NAt and opened up all ports and worked with the same configuration and so I know its with the NAT on this box having issues with.
For traffic Any.
FTP: 1:65535 -> 21
FTP: 1:65535 -> 50000:50100
Going to: Public address
Change the Destination to: Server local address.

Can you please make sure that it only requires a connection on Port 21? As for the traffic, it will also require a connection on Port20. Please add that as a service and check if that helps. And if traffic goes over Port 990 (which is more regularly used for FTP over TLS) then you'll require to open Ports 990 and 989.Hope this helps.

No luck after enters passive mode where the issue starts on server.
Response: 227 Entering Passive Mode (XX,XX,XX,XX,225,52)
What do these numbers mean at the end of my public IP? ( JW maybe their extra ports i need to forward.)
If you do #1 in Rulz (last updated 2019-04-17), do you learn anything?
Your explanation is a little confusing. I assume that you're not trying to reach an internal server via the public IP from an internal PC. If so, then you want Accessing Internal or DMZ Webserver from Internal Network.

That worked doing Full Nat rule, the traffic was hitting my server but then couldn't get traffic back out.
